About the Opportunity
Sun Peaks Mountain Resort Municipality (SPMRM) is seeking applications to fill a permanent, full-time Capital Projects Manager position in Sun Peaks. This is a new position to support a growing community with over $60M in planned capital projects.
Reporting to the Director of Operations, you will be responsible implementing the Municipality’s capital project plan and leading the maintenance program for existing capital assets. With a deep understanding of Municipal infrastructure’s current and required future capacity and performance requirements, the Capital Projects Manager plays also a key role in the planning and budgeting of capital repairs, upgrades and expansions.
This work involves leading project planning and execution activities, with the support of outside consultants, whilst acting as a liaison between the Municipality, project/design teams, government agencies, and local developers.
KEY ROLES AND RESPONSIBILITIES:
Act as Owner’s Representative on large capital projects, providing critical information and guidance to project management and design teams
Act as Project Manager on small-medium capital projects, responsible for the overall planning and coordination of project tasks, from inception to close-out, including managing consultants and contractors
Coordinate appropriate studies and long-range planning reports required to update the capital project plan and ensure it meets the needs of the community and planned developments
Liaise with various levels of government, regulatory agencies, developers, and the public while planning, designing and constructing Municipal infrastructure upgrades/expansions
Grant submission development for government grants to support and finance capital projects
Provide project update/summary reports to relevant interest holders, e.g. required reporting associated with grant-funded projects
Development of annual and 5-year capital budgets for Utilities and Public Works
Implementation and maintenance of Sun Peaks Municipality’s asset management program, as it pertains to buildings, roads, trails, drainage, parks, mobile equipment etc.
Develop standards for the design and specifications of Municipal infrastructure improvements (new, upgrades, expansions etc.), including supporting the development of bylaws dictating construction and building standards

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS
Experience building and/or operating municipal infrastructure such as roads, parks, storm drainage, sewer and water treatment plants, or similar civil infrastructure or industrial process plants
Experience with technical documentation (drawings, specifications etc.) development and review
Excellent analytical and problem-solving skills, including ability to solve problems in the field and resolve conflict
Strong communications skills, being able to distill complex topics down to simple terms, both verbally and in writing
Experience managing contractors and supervising construction activities
Advanced computer proficiency level with MS Office Suite
Understanding of typical construction contract guidelines and methodologies (e.g. CCDC, MMCD) (desirable)
Experience with computer-aided design (CAD) (desirable)
REQUIRED EDUCATION AND EXPERIENCE
Relevant degree or diploma in engineering, project management, or construction management
Industrial health-and-safety training and familiarity with WorkSafeBC regulations
Project management certification/training (e.g. CAPM) (desirable)
COMPENSATION
The annual salary for this position is $90,000 - $100,000. Please note that annual salaries are currently under review.
The Municipality offers a comprehensive benefits package that includes enrollment in the Municipal Pension Plan, health & wellness allowance, annual ski pass, extended health and dental benefits as well as vacation and sick leave benefits.
This position is eligible for a compressed work week schedule and options to work from home several days per week, in alignment with SPMRM’s policies.
